Dear Maria
Please see our answers as attached below. These answers have
incorporated the views and suggestions made by Leonid, the GM of APTLD.
Again, please accept my apology for the late reply.
Best regards,

1.What are the main challenges your members are facing today?
Ans: APTLD broadly has two groups of members: newly developed ccTLDs and
well established ccTLDs> They face different challenges. For the former,
they need lots of assistance to enhance their technical systems and
policy formulation, and bolster their staff's competencies and skills.
For the latter, they need to constantly find new ways of doing business
to boost volume of registration in light of environmental changes and
competition from gTLDs.
2.What are the main challenges your organization is facing today?
Ans: The main challenges of APTLD is to entice as many ccTLDs in the
Asia Pacific to join the organisation to take advantages of services
provided by APTLD and to render assistance to those members who urgently
need capacity building in order to be self-reliant. That said, we should
also come up with new initiatives aimed at cementing our extremely
diverse community and to improve communication and interaction with our
members.
3.What do you think about the cooperation that exists between regional
ccTLD organizations?
Ans: The cooperation between the regional ccTLD organisations is far
better than before, which should in part be ascribed to the recently
signed MOU which has defined a framework of our collaboration. We keep
each other informed of our activities and we meet on the side line of
ICANN meeting to exchange views on issues of common interest to ROs. We
encourage the other ROs send representatives to participate in our
members’ meeting so that we can learn the best practice and experience
of other regions in tackling issues of concern to the community. We
align together as far as possible our interest on policy set by ICANN
and lend a common voice. However, there always a room for improvement,
of course.
4.What possibilities of increasing the ties between regional
organizations do you see?
Ans: We should always be keen to maintain effective communication and
information exchange between ROs, both on GM and Board levels; it could
be productive to contemplate establishing the practice of member
exchanges for each other Members Meetings and other events; a promising
direction could be development an attempt to integrate operation of DNS
Observatories, such as the LACTLD's one. In general, this question is
worth discussing at one of our regular F2F Meetings and I am confident
we could come up with new ideas.
5.Do you envisage any collaborative project that may involve our
regional organizations?
Ans: To some extent I have answered this already. Also, as
a start, ROs can have a database which contains the information of
common to all ROS so that each can learn from each other experience
and adapt if applicable. Examples are:
·Nature and Status of ROs (i.e. non-profit charitable organisation,
or other forms)
·Taxation and other legal obligation
·Members financial contribution framework
·Financial Control and Procurement Procedure at the Board
·Policy Development Process
·Policy framework of assistance given to members in terms of
fellowship grant, capacity building training
·Collaboration with other Internet stakeholders other than the ROs

Dear Maria
I received Leonid’s reminder to respond to this email. I am very
sorry that I missed your email and I apologise for the delay. I have
not opened the email as by looking at the subject, I thought I will
read the LACTLD report when I am less tied up. I didn’t realise that
there is a requirement for me to respond to the questionnaire
contained in the email.
I will draft the response to your questionnaire and let Leonid take
a look before I send the response to you. This will take a couple of
days and I promise that will be sent to you by the end of the week.
Is this acceptable to you?
Apologise again.
